Mweb refusing transfer without cancellation

So a client of mine would like to transfer their domain away to a service provider which offers them a decent DNS control panel. (anycast to allow for CDN)
The client however does not want to cancel any of their services with Mweb yet Mweb refuses to accept a transfer request unless the service is cancelled.

The gods who receive EPP requests aren't contactable via phone and ignore emails. If I'm not mistaken the rules state that you must list the client as the registrant contact in accordance with registrar policies to avoid this...

What can one do?
This is now becoming an weekly fight with little backyard ISPs and now with one of the larger players who simply hold the domain name ransom for whatever reason.

Hi

What they are doing is illegal, if your client is the owner of the domain and his name is on as the registrant then he can lodge a complaint at Uniforum and ICANN.

Its illegal they are not allowed to do it and regardless of what is in the terms and conditions you cannot contract outside of the law.
