I feel your pain. I thought perhaps it was my PC and reinstalled w7 but it kept happening. Then I looked for updated drivers for my NIC and this didn't fix either.
I think that our Telco and ISPs did not expect that EVERYONE(the whole of SA) is going to jump at the oppotunity of getting unlimited capping and therefore the networks are not actually able or equipped to handle it.....but....instead of finxing current network and infrastructure probs our Telco is dead set on rolling out to the greater part of SA and Africa, ignoring the complaints of the existing customer base to fix infrastructure!
As a result, ISPs have to do "magic" and "tweaking" on their end to cover up on a mess that they SHOULD HAVE anticipated and expected. The flaw in the design is that they DID NOT call in someone like a "Scenario Planner"(something I do for small companies) to actually do a PROPER assessment of now, past and future. Instead, they saw $$ signs and thought, "what the heck! Lets get in, get the clientele and sit back before anyone else does!" Now, I could be wrong in what I am saying but I have spoken to a few Network Admins and a few of our local ISPs and guess what ....they have a "gagging order"
Anyways.... uncapped just means we can DOWNLOAD as MUCH as we WANT ....BUT the ISP GOVERNS at what SPEED they give it to.
I guess BEGGARS can't be CHOOSERS then?
