Name not changed on electricity bill.

My husband rented a flat in 2000 and was responsible to pay the electricity bill.
We recently discovered that he's name still popped up on the municipal account for that address.

How do we go about getting he's name removed. Should the letting agent not have done this when the lease ended?

As far as I know the responsibility is yours with the respective municipality. I know when I've bought flat\houses, I've dealt with the municipality directly about moving the accounts, sure it would be the same for leases, just probably with the extra effort of a letter from a landlord.
