Need an Oracle gurus help

Hi all

I am failing to connect to a database via SQLPlus with a ORA-12560: TNS:protocol adapter error.

I am on a Win10 box with the database setup in my TNS entry and I can't get past this point.

tnsping finds the database correctly.

If I go in via PLSQL or Oracle SQL Dev it gives me a username/password error.

I can use another PC to log into the database then I can get in with no problems.

I have uninstalled all Oracle clients and SQL front ends. Removed all pathing, environmental values and registry entries. I then reinstalled oracle runtime client, updated the TNS and am back at the same problem.

tl;dr I can access 5/6 databases via SQLPlus but the 6/6 database is giving me a ORA-12560: TNS:protocol adapter error - help
