Discovered the following:
1. Device hardware is manufactured by Alcatel, but they cannot assist with any software issues as Vodacom install their own custom firmware on the tablet.
2. Vodacom confirm that the device boot-loader IS locked.
I do not have access to a Vodacom Power Tab, but this method may work to unlock the bootloader:

Recovery mode can be accessed as follows:
1. Power down the tablet. If it is on, press and hold power button, then select 'Power Off' Option.
2. Charge device to a minimum of 70% capacity.
3. Remove charger.
4. Press and hold Volume Down and Power buttons simultaneously until Recover Mode is displayed.
Once unlocked, MoDaCo Superboot
should work to root the tablet.
