I would just like to know if it is at all possible to buy a working simcard now.
Just walk down the street find the nearest guy with a mobile offfer them some bucks for their SIM. Get them to copy all their data OFF the sim onto their mobile.

Go to ATM and load it up

VOILA -- end of story

Also, where can one buy pre-registered simcards? (future tourists would be willing to pay up to a few hundred rands for this).
Please any help would be appreciated. This situation has really embarassed me.

Practical

Wow, I was not expecting such an emotional response. Well I was thinking something more practical - with less fuss. Basically we just want to buy a simcard, give the necessary documents and start using the cellphone.
You have obviously been out of the country for far too long

Here one has to do as one can....... ie find a way to work things out on your own.
If this process does not work, I thought maybe there was someone somewhere who registers a bunch of simcards in his name and then resells them to people who want to buy working simcards.

I would NEVER obtain such a sim card even if it was for FREE.

Bad idea ALL round -- it would be like being tied to your pimp and dealer 24 /7

Strange that - I got a VC PAYG sim for data - registered it at the nearest cell shop (Chaz Cellular) and when I got home I activated it - this was in the space of 20 minutes after RICA registration - also got the RICA registration SMS as soon as it was activated. This, however, does not solve your 21 YO problem though.
Also noticed the local cafe up the street from me does RICA registration on SIM cards even though they only sell recharge vouchers and bread and milk.
 
The only restriction on age applies to South African residents who need a ID card (if they have no Passport) plus proof of residence for RICA registration.

Any non-South African holding a non-South African Passport can register for RICA. Nothing else required except may be a smile! :)

RICA registration takes less then three seconds from hitting the submit button on the terminal in store. Talk of waiting 24 or 48 hours is usually stores who are processing RICA registrations "en mass" and "el cheapo" I'll not mention names here... ;)

If someone passes a working SIM card onto a third party and that card is subsequently not re-registered and the original holder does not retain a copy of ID/Passport and proof of address of the person said SIM was pass to, they will also be in seriously deep do-do in terms of RICA.

We fail to ask and address the FUNDAMENTAL question ........ WHY

WHY WHY WHY -- does one have to register a fsking SIM card in the FIRST place :mad:

WHY -- some outlandish penalty for not "falling into line" :mad:

One would swear that a SIM card was a themo-nuclear device :rolleyes::mad:

So JimM -- PLEASE tell us WHY we have to register FSKING sim cards
