Market talk suggests that second network operator Neotel is eyeing Business Connexion (BCX) subsidiary BCX Communications.

Huh?

If anything, the Competition Commission is one of the few independent instititutions we have that has teeth. It was able to block the Telkom / BCX transaction that would clearly have created a larger anti-competitive player with significant market power and the ability to engage in practices that could exclude other smaller players (like Neotel) from the market. Allowing two much smaller players to get together is pro-competitive. The CC, if anything, does a far better job at balancing the market than ICASA.
