i have been monitoring neotel's progress from mid last year. they said on their website that the consumer would already be gaining by its mere existence. they also stated that the consumer could expect neotel's services by mid april '07. when i visited their website some time back, it changed to mid june. so, i applied for a telkom line. it would seem that neotel is merely dreaming of becoming the 2nd operator, and not intending.

I think the delay from april to mid year was due to Icasa.
