yeah not so sure about the accuracy of those figures. Newcastle so low down and Blackburn minus 42mill??
 
I don't know how accurate they are either, was posting from phone so I couldn't really check it out too much.

Blackburn has the smallest catchment area for support of all the English Premier League clubs. Add to that they struggle to even get three-quarters of their stadium full. Long story short, Blackburn have a very small fan base and do not fill their stadium, meaning very little money to burn. They won their Premier League title in 1994/95 because a local man - Jack Walker - who had amassed a personal fortune of 600 million pounds by the late 80's, invested millions into the club in the early 90's before selling due to health issues, and so the money dried up. Blackburn really are a club that punch above their weight.

Newcastle were relegated and that initiated the fire sales of their squad. This would affect their net expenditure. Further more, their owner Mike Ashley is known as a bit of a tight ar$e and is heavily criticised for this. If you look at Newcastle on that table they spent quite a bit up until the 2006/07 season. Mike Ashley bought the club in 2007 and there is a clear dip in expenditure in the 2007/08 season. And as mentioned, Newcastle were relegated at the end of the 2008/09 season with a very expensive squad and a high wage bill meaning there was a mass exodus of players over the 2009/10 pre-season, further adding to the negative figure.

This list is very believeable.
