Google is your friend. A few sites with lists of what is available on either site

UK and Ireland have newer movies than US.

Can you achieve a stable 750 stream quality on a 2mb line?

Look on Netflix for the test stream Example Short 23.976 (2010, 11 minutes). This displays the current bitrate, resolution and pixel aspect ratio as the stream adapts i.e 235kbps - 320X240 - 4:3, 375kbps - 384X288 - 4:3, 560kbps - 512X384 - 4:3, 750kbps - 512X384 - 4:3, 1050kbps - 640X480 - 4:3, 1750kbps - 720X480 - 32:27, 2350kbps - 1280X720 - 1:1, 3000kbs - 1280X720 - 1:1.
I'm not sure that there will be any noticeable difference between the 560 and 750kbits/sec streams since the resolution remains at 512X384. The streaming performance of a 2Mbps line will vary dramatically from one ISP to the next. Try to downgrade the speed of your WA line online from 10 to 2 to get an idea. You should also try out several other bandwidth ISPs to gauge the performance.

Apparently not, you can use the same account UK/USA/IRELAND.
