Thou North Beach (CBD) should have the best coverage/speed. Try to get another tower and test the speed to isolate the problem being the CBD or just the tower.

I guess a faster way to get CellC to sort the problem is to phone/email customer service and log in that you are getting slow speeds even during off peak.
