Bob sellers are full of sht and sellers will lie through their teeth to get a deal and the guy obviously knew what he was selling if he knew it was "networked locked" to Cell C and the phone was still sealed. Those old time cellphone dealers know all the tricks in the book and they all know that local Icasa branded iPhones are never networked locked in SA.That confused me too. I was expecting an opened “new” phone. But received it sealed with the sticker still on the screen. When I asked the seller about it being locked they sent me links of network locked phones on takealot to show that phones still can be network locked.
The seller has been active for over 14 years with over 1000 sales and 99% positive reviews. They claim to have purchased it privately so if it is stolen, I think the seller themselves got scammed.

They get blacklisted same as a physical sim but people often forget to include the eSim or dual sim IMEI when Blacklisting so they often remain free.I doubt the eSim is locked same as the nano.

It's not exactly that but from what I understand there's some glitch with the sync of the blacklisting list between them and the other networks.I think what you guys have discovered is that Cell C / RAIN is allowing blacklisted / stolen phones on their network.
