What are you using to connect to the Internet.
How are your PC's connected to each other.
Is this a new installation.

:)

Connecting to net through a router, connected to each other with a network cable.I recently formatted both pc's and its been since then

Make sure sharing is enabled (just try sharing a folder if you haven't already and enable file sharing). I've had it work in the past :D

It's either yer windoze firewall blocking ebberything, run the netsetup to fix, or it's some anti-virus carp like norton's rubbish that needs to be told to "allow local pc's to connect to this machine".
Edit : That ip address is purrfectly valid for a local network, invalid for a machine hosted on the internet though.

your firewall settings is yer poblem
disable fw on both pcs and check if ya can se each other this will be the test

The 2 machines cannot even ping each other, but they can both browse through the router.

Something is blocking the ping packets.
Something like anti-virus software or "internet security" software.

P.S. Can you ping your router?

What Antivirus/Inter Security software are you running?

As has been said disable all AV/Internet security functions on XP Firewall etc. Shudtdown and restart.

Can you connect from both PC's to the Internet ?

Have you actually run "Home Network Setup Wizard" on both computers... that's normally standard procedure.

If you have done that then add a few other network protocols like IPX, netBios and NetBEUI (all on your windows CD).

you only need tcpip protocol , ipx is old dos and novell 3 protocols and netbeui old ms wfwg protocols

its his fw that needs a local net allow setting
