I fully understand the intention with these packages, you should only buy a max speed.
The current hardware does impose certain restrictions on the model and EDGE capable phones might cause another interpretation.

I am on a Nokia 6680 which switches between 3G and (hopefully) EDGE, as opposed to GPRS, I wouldn't like to be paying HSDPA rates for EDGE!....

Ahem, I actually thought of that little scenario which would be easy to do at the East Rand Mall which has both stores A and B. As a new data subscriber (mid-may, received card) I was not offered a 3G-only card - I suspect that these were not available due to the possibility of messing with the HSDPA card swap-out.
So, despite actually wanting a 3G card, I was sold (yes I had to pay R300) an all-singing HSDPA card. Now that I want to migrate to the cheaper rates I understand I may have to kiss my R300 goodbye and settle for a refurbished 3G-only card (refurbished!? do you clean them with Mr Min or what?).
Neat little deal if you are a Vodacom retailer - R300 for squat.
I don't really get why you are differentiating your pricing for data based on speed anyway? The attractiveness of cellphone data has always been that you pay only for the data - not time or speed. Telkom doesn't seem to get this either - perhaps it's their shareholding in VC that is responsible for these decisions.

Vodacom support is based on cost of the product, less client pay-in, equals support paid to dealer. The idea is to bring dealers to a break-even, so they don't profit nor lose on a deal.
