the object in business is not always to grow, just create a fully sustainable guaranteed income.
(Look at the few remaining corner cafe's in business - the ones that DID survive the coming of the hypermarkets admittedly - point being, they don't 'grow' - but they make a good consistent living.)
In a freemarket society, there'll be winners and losers - and also those longterm continually and quietly profitable corner-cafe-type businesses who are happy with making a smaller but 'decent' consistent profit.
Not every ISP wants to take over the world or the marketplace, and its bad business sometimes to be artificially straining to DO that, or to be suggesting that's the only way to describe 'success' in business.
Longterm and a little consistent profit, is just as good for some, as massive expansion and excessive profit and bragging rights in the biz community is for others.
I figure the ISP's who dont have the right attitude to their customers needs, will die out, and the other ones will stay - ranging from the quietly consistently profitable guys, through to the over-achievers, through to the big Monopoly players who want to play Dr Evil in the marketplace.
There's room for everyone, I fink - although the ISP's with bad customer service, will die off first
