Icasa officially amended its call termination regulations, 2014 in the recently published “Second Call Termination Amendment Regulations, 2014” (on 26 March 2014).

Very good move from ICASA,as for the picture maybe a sheep dog picture of some sort would have been more appropriate as ICASA is herding the big two and the rest of the flock in the right direction.
I think this is a win for ICASA. The future termination rates were really an indication of intent. MTN and Vodacom now realise that they seriously have to engage and not pussy-foot around the issues, and they have 11 months to do this.
They might be able to reduce the extent of the asymmetry to some extent
as said in another thread, this is a very shrewd move by ICASA, if the operators create a crisis on the CTR front that necessitates intervention to protect the public interest then ICASA is empowered by statute to take the measures
