New fiber connection

A friend of mine is renting a house in cape town Southern suburbs. He is trying to get a new fiber connection, however the previous tenants have not cancelled the fiber line and he has been told by Vumatel that they cannot give him a new connection unless the previous line is cancelled.
The previous tenants took the CPE with them so there is only a fibre optic cable in the house.
Landlord says he tried to contact them but they didn't answer which I think is bullshit, probably kept the deposit and doesn't want to contact them.
Is there anyways he can get the line released and a new fiber in ?

Do you know if the fibre connection at your friends place is going through an ISP or directly with Vumatel?

Apply for "A' or cottage.

So if the house is as 13 Name of street, let them apply at 13A name of street, or 13 Cottage Name of Street. Vuma will run a new fibre to another room in the house.

It's the only way to get service under these conditions.

Vuma won't release until the ISP releases.
The ISP won't release until they've been paid.

Meanwhile your friends get to twiddle their thumbs because of some thief who ran away so quickly he didn't have time to cancel his internet - most probably because he owes the previous ISP money. Something that's becoming a bit of a national sport in South Africa.
 
We would maybe recommend telling your friend to apply for a new Fibre line as a second property i.e House 1 and House 1A.

Best way to try get around this situation

Correct this is the only possible way of getting a fibre connection with the current situation
 
Vumatel also have a circuit release process. If your friend supplies proof that he is the new occupant of the house, there should not be any issues getting the circuit released, as the incumbent ISP can't refuse for change of ownership. The replacing the CPE can be done once your service is ordered. Drop me a PM, our team is happy to assist.
