Okay so I took the power supply and tested it on my older rig, everything works perfectly. Same goes for the graphics cards. Now its just Cpu, ram and board. Swoping out the ram in different slot configurations I think I can also rule them out. Sounds like its the board afterall.

Yeah, it is almost never the CPU, when it is new and non-OCed.

To me it "sounds" like it's the CPU. I had this problem some time ago and the cpu was gone. Recently my motherboard died, but the difference is that the fans only jolt for a split second and do nothing else.
