Apologies if this is old, but I just received an explanation from my (dialup) ISP regarding the new ADSL capping system in place from 1 November. I assume the implementation will vary depending on the ISP, but this is what one ISP intends doing:

Our existing 3 GB accounts will have an new “grace cap” mechanism. When a user reaches his cap the following restrictions will apply:
– The speed of the connections will be significantly reduced, for both international and local traffic.
– The grace cap will remain in place for a period up until the end of the next working day.
– Data uploaded or downloaded under the grace cap will be limited to 300 MB.
– When either the time limit or the data limit are reached the account will be disabled until the end of the calendar month.
During the grace cap period the limited service is provided to enable customers perform essential work.
