That headline I expect

TOP officials in the Department of Justice doctored their books to hide R840-million they had failed to spend and then brazenly misled Parliament about their financial affairs.

A Sunday Times investigation has found that the department’s top officials, including director-general Menzi Simelane, conspired to conceal the underspending by making a series of irregular changes to the department’s books on February 6, just 24 hours before presenting them to a parliamentary committee.

Under spending?!?! wtf?!?! That takes a special kinda stupid.

Actually, it takes a special kind of intelligence and commitment to spend all the money. Remember, they cannot spend it on junk otherwise they get into trouble. They have to apply their minds and spend the money effectively.

These bright sunshine leaders of ours were too stoopid or did not care to do their job correctly to spend the money in a proper way. Instead of owning up to it they covered it up.

This is not happening in the Justice Department only. I've heard of alot of provincial and municipalities that also do not spend half their budget. Although the reasons seem to be because there is no actual leader who call the shots and the lackeys [management below the chief-who-earn-too-much-and-do-nothing-but-retrench-and-apply-affirmative-action] who do the actual spending are too afraid of getting fired/replaced to spend the money.

Irony is, all this result in these same people getting MORE and larger bonusses each year. So they underspend the budget = do not actually provide a service to the public and end up getting a 30%+ increase each year for being so "efficient".

Budgets are funny things. If your Dept. gets one and you dont spend it they make your next budget smaller seeing as though "you were allocated too much in the first place". Its common practise to spend wildy near the end of the financial year to make sure your budget is all used up so its quite understandable why they tried to hide the unspent money.
