This is partially true. The yanks said they would not supply weapons systems to be integrated into the Rooivalk airframe. These weapons systems are NATO standard and are obligatory for all NATO helis. This was the case with the RAF deal.
As far as other countries are concerned the reason they wouldn't buy it was because Denel couldn't answer the question: "what will your support be like in 20 years time?". With the skills exodus as a result of AA Denel couldn't guarentee support.
