No bail for repeat offenders

Cape Town - The justice ministry plans to introduce law amendments that would deny repeat offenders bail, acting director general Simon Jiyane said on Wednesday.

"We will bring proposals to Parliament to change the bail regime because repeat offenders released on bail pose a serious threat to communities," he told the legislature's portfolio committee on justice.

They should have implementing this ages ago.
 
As far as I know from being a police officer for quite a few years is that if you commit a schedule 2 offence (like theft) for the second time it becomes a schedule 1 offence. With the latter you can't get bail in any case, only in court, with a formal bail application.

A judge has enough grounds to deny bail to repeat offenders. Why they do give them bail I don't know.
