I tried using Swiss Knife in Windows 7, but no luck. After many many MANY hours of Googling and trying out different utilities, the best one I found was EASEUS Partition Master. I downloaded the (possibly trial?) Home Edition and it worked wonders.
EDIT: The command-line option didn't work either. Kept getting errors that it couldn't format to FAT32. I did this a while ago though, when I bought my PS3.
