The quick answer is that Google will need an active Internet connection and will constantly be feeding itself with new map data thus the most up to date.
In SA best to have a nice big data bundle.

Nokia Maps has the option of a separate complete SA Map download and you do not need an active Internet connection.
You can update at your leisure via more cost effective Internet option from your PC.

My first impressions only though.
 
Nokia Maps has voice navigation and they just made it free. The search feature in Google Maps is much better though.
