Non-Jailbroken iPhone 4 questions

I'm thinking of buying an iPhone 4, but have 2 questions:

1) Can I tether in Windows via. USB?
2) Is there an App that turns your iPhone 4 into a Wifi hotspot?

1. Yes, Apple now allows USB tehtering (and bluetooth as well if I am not mistaken, but having issues on my side connecting phone to laptop using bluetooth)
2. No, unless you jailbreak
