Basically saying.. he wants to meet people without any obligation to them.

i.e meet girl - ask out.. have a good time (enter own definition here) and then meet someone else and repeat process.

If you dont mean full on sexual encounter it isn't necessarily a bad thing. Will allow you to have a few encounters with the opposite sex that enables you to get to know personality types and what you are or are not compatible with.
