So recently noticed Open Serve employees busy with various Telkom boxes in my area. There was a couple of fiber lines installed a couple years ago. Are they hooking them up to these boxes or are they just outsourced by Telkom for another reason?

Open Serve = Telkom

Yes. To backhaul traffic from the copper network over fibre. Don't automatically get your hopes up that it is for FTTH. Fibre to the cabinet is what Telkom calls it. The end user still gets a copper hand off.
