No not really, but from your previous post you said that one can do it yourself?
In essence this is how it works (I guess). They have an international connection there at OpenWeb HQ or where ever. They run a proxy application that allows your PC to dial in and have access to their international line. They just throttle the speed depending on what account you have.
So there is no way to do it other than OpenWeb?
May I ask why you seem reluctant to go with OpenWeb? As far as I am aware their local access is the cheapest per Gb currently.
