I've got openserve fibre in my complex, but because I'm about to rent out my unit, I only want to install the fibre, leaving my tenant free to decide on ISP/contract etc.

How do I go about this?
The Openserve website doesn't have this as an option, and just shows me ISPs.

Anyone?

Talk to iSAT.co.za - they can arrange for the circuit only and pay them for it.. You can then let your tenants choose any isp for data.
