OpenWeb Uncapped packages

I have always been with Openweb and when I heard that they were offering uncapped I jumped on the bandwagon. After 4 days I am totally disappointed. My browsing is non existent and you tube buffers for up to 20 minutes for a 1 minute video. I can hardly open websites and when I did a speed test I was browsing at 0.16 megs a second, this is disgusting. What is the problem?
 
I am on the Openweb 384 uncapped and my speeds on rapidshare, torrents and browsing have maxed out my connection for the past 3 days.
 
This is an isolated problem djman. Although these accounts are shaped, speeds should not be that slow. Kindly email me on [email protected] so that I cn resolve this for you
