Haven't used Outlook Express in a while, but if you can do an advanced edit, you can add a Pic in your Sig...
I would recommend using MS Office Outlook... There you can do an advanced edit and add pics in your signature...

Can't you create like a stationery?
I remember creating my signature in like, frontpage, saving it as a .html file and then using it as a stationery in Outlook express, but this was YONKS ago!

Outlook Express only allows text or html signatures, heres a guide on how to add a pic by using an html page.

Your client(s) should upgrade to Windows Live Mail or whatever it's called now. Same features plus many more that have been added. Outlook Express is a horrible client, and it's buggy like hell. So many flaws and patches and in the end, Microsoft ditched it and created Live Mail.
