p2p with local bandwidth

I just wanted to know if there is a way to use local bandwidth to download torrents and stuff from other 2p2 things. Is it possible?
I know that greenlab is a local torrent site so can you use local bandwidth to download from them?

Also, if that is not possible, what local sites do you guys visit? Is there any point in buying local bandwidth?
