Post a pic if you can. There is quite a bit of info online on restoring crappy paint jobs with wet sanding. Essentially 1500 or 2000 grit water paper and a few hours of elbow grease may yield a marked improvement.

This also happens when wash your car with dishwashing liquid or throw a little paraffin in your car wash water.

Thats the clear coat that shot. Not the actual paint yes? You could make it a WHOLE lot better with 2000 grit water paper. Lots of clear water. A tsp of dishwash liquid in the water. And lots of elbow grease.

I understand dishwashing liquid but why would anyone use paraffin to wash a car?

Haven't tried it myself, but heard many people swear by it. You throw a teaspoon in the water and it makes the paint shine.
Technically it takes a very thin layer off your paintwork.
You will see the effects in the long run

If your paint is faded - a professional wet sand can improve faded color (if the fade is not all the way through the paint). But wet sanding is not for beginners as I understand. There are some good You Tube clips outlining the process. If its just your clear coat that's peeling - I'd rate that it would leave an improvement if done right.
