These "repechage" events are great for TV and all but your basically asking the slowest athletes to run an extra race (3km) while the fastest are resting.

Maybe it works but it feels a bit dumb especially the longer distance races.

Indeed. It has no "athletic" value. No one that gets to a final via repechage, will win a medal.
