Police sources said the suspect is armed with a Kalashnikov rifle and negotiations with the assailant are expected to start soon.
It is not clear if the incident is linked to the Paris shootings last week that left 20 people, including three gunman dead.
The hostage situation is unfolding at a post office in Colombes, a northwest suburb of Paris.
The gunman reportedly took people captive when he rushed into the post office armed with the weapon at around 12:00 GMT.
It is not clear if the latest incident is related to the Paris terror attacks which gripped the French capital last week.
A police source told French media that the hostage-taker appeared to be "unbalanced" and was speaking of "heartbreak".
They added that currently there was "absolutely no basis to establish a connection with the events of the past week."
French media claim the gunman is known to police as a petty crime suspect.
The perimeter around the post office has been secured and a helicopter has been deployed to the area.
The hostage situation is taking around 10 miles away from the Charlie Hebdo offices, where 12 people were massacred by terrorists on Wednesday 7 January.
The incident comes after 12 people were arrested overnight in Paris in relation to last week's terror attacks.
The suspects detained by police were questioned over "possible logistical support" they gave to gunmen in last week's attacks.
