Pay-TV regulations: pleasing everybody

Telkom and its double standards

Once again, Telkom (Sperm Count) are making demands, this time they are saying that ICASA must make its regulation drafts similar to that of the European standards. How is it then that when it comes to comparing ADSL to the rest of the world, they compare it to the worst countries, but because they dont have the monopoly and know that they need to have offerings similar to MULTICHOICE, then they are willing to try force ICASA to follow the top countries.

Come on Telkom, stop having double standards, if you are going to tell ICASA to compare the regulations to first world countires with one of your products that you dont have the monopoly on, then it is only fair that they can use these same first world countries regulations to compare your other products

Part of me agrees with you jeinnor... now that Telkom has had a taste of the being the non-monopoly, they don't tend to like it much, throw the book at them!

But then, in the same light, how can we possibly move forward by taking revenge upon Telkom in another industry. I want to believe that they could possibly ensure that the Pay-TV industry is fair, even when the Telecomms one definitely isn't.

The new entrants are likely to want to be able to use their smart cards in MultiChoice’s decoders so as to avoid the expense of putting new equipment in the field. But this could prove technically challenging and could ultimately harm innovation

Technically challenging? Maybe the guy who ran Don't Panic TV should be the technical adviser then :p

I think the author of this article failed to mention the amount of pressure on this Icasa staff member. He has to deliver regulations which are pleasing to the public and not appauling like that ADSL regulations.

Then again, I suppose it won't be easy to beat something that is as badly written as the ADSL regulations.

Simple solution:
Make SABC digital, force people to buy a "public" decoder, use those, no more tv piracy either...
edit: add a "pay your tv license for next year and get a 50% off a decoder" and have sabc use that exclusively by end 2008

Oh please.... the ICASA staff memeber has an easy job. Anyone on this forum would have the new set of regulations by the end of today. It is simple.

It is just that negotiating bribes takes a while.

Yeah, because everyone in the country with a tv can just go off and buy a decoder...

But despite my sarcasm, this is what will be happening soon-ish; we will be moving to digital instead of analog, and everyone will have to get a set top box. I don't like it, and I don't see how it will work, but it will happen.

Will that then become the standard decoder that you can just plug any smart card into? I doubt it, although I guess it's no less likely than standardising on the multichoice decoder.

We know what is coming, digital HD TV and multiple pay channels. Anybody with half a brain would advocate a box which can handle everything. Having to work with multiple decoders would not be good for electricity consumptions, add to the battery disposal problem, contribute to fire risks as many people would be short of power plugs and use one or more adapters.
