PayPal partners with PayGate in SA

Global payments company PayPal has partnered with South African payments service PayGate to broaden payment options for online shoppers.

This will only be interesting if PayPal offers R natively into the SA market - right now sitting with currency conversions makes this a highly volatile payment mechanism (and works out to somewhere between 5-7% on transaction fees when working in all the PayPal fees).

Are SA individuals able to use PayPal to transfer funds to our American counterparts? And if so, do all the fees still add up to between 5 - 7%?
