PC blowing power supplies

Ha ha no I won't open it while it's still connected, just read that some of the components could still be carrying some electricity.
This is correct. Capacitors can keep lethal charge for many hours, particularly on faulty equipment. Unplugging is not enough. You neeed to discharge capacitors with resistors before touching anything.
Re: fuse replacement it is expected. It should never blow. When it blows it usually means more damages.

If you are in Fourways, I can check whether it can be repaired (subject to having spare switching transistors). At least can make one working from two. :)
