No, Seagate = Maxtor and has no connections to Samsung. Samsung is a different company and a rival to Seagate.
Seagate will never come in Samsung packaging, sounds as if it has already been opened and then repacked in the first thing they could find. Just check that the manufactured date is not older than at most 2 months, otherwise you might have a used drive.
You can also go to the Seagate site, and check to see if you still have the full 5 year warranty. If you still have the full 5 year warranty don't worry about it anymore. (unless you want to worry)

They repackage don't they? They hawk systems from large manufacturers in SA at bargain basement prices and resell if I am not mistaken. Good business venture. I have bought from them before, but there is a reason they are cheap.

Grim considering Axiz import and pcint do not, their pricing is pretty amazing if you ask me.
It's just the packaging from PCInt, they're a cheap company so small things like that will happen.
