The R9 280X is a better card than the R9 380. The 380 is based on the 285 and only has 2GB vram. The 280X is faster than the 285&380 as far as I'm aware and had 3GB of vram vs 2GB. The only downside I can see is that the 280X does not have full dx12 support in hardware. EDIT: Dunno why I thought the 380 only had 2GB vram, apparently it has 4GB but raw fps still favours the 280X from what I gather. EDIT2: Ignore everything before this, I need to double check some stats but everything below this is ok 
You really don't need more than 8GB of RAM. If it was me I would try and see if you could rather get a R9 390 in exchange (instead of more ram) by paying in the difference but I suspect the warranty process won't accomodate that but you can try.
Your 4690 ain't gonna bottleneck schite unless you start running some dual high end gpus in x-fire/sli, think 980ti maybe. Don't worry about your cpu, it's fine.
