But it's not the best value for money and depending on how tight your budget is your probably better off with PS4 or xbox one. Also almost every pc game these days require access to internet, so if you don't have access to high speed uncapped stable internet your also better off with a console.
I'm not so sure about that, a console is going to run you around R5-7k, R700-800 a game and a subscription to PS+ or XBL Gold. The past releases for console have had plenty of large day 1 patches, you can't really get away without proper internet and that's when it's not being DDOS'd.
Granted if you're 100% offline then the latter doesn't really apply.
PC by contrast, you could put together a very decent machine for around 10k, more expensive than console initially but after that, you don't have to pay for multiplayer/online, steam is free and there are so many bundles, sales and outright free games you can pick up dozens and dozens of games for a few dollars.
