PCI-E 2.0 vs 1.0 with ATI HD4890

So heres the issue, I have a ATI 4890 currently running on a motherboard with a PCI-E 1.0 slot (G31 Chipset) would it be worth my while upgrading to a board with a 2.0 slot?

I've read on a few forums that the cards are no where near using the full bandwidth of PCI-e 1.0 is this true?

If you want to see a performance increase, rather do a full upgrade to a Sandy Bridge setup, instead of just upgrading your motherboard.

I really can't say whether the PCI-E 1.0 is the bottleneck or not.
