Have you ever seen anyone being arrested for shop lifting? They only arrest the people the moment they leave the store. Up until they do so they can still claim they are going to pay for it. Once they leave then obviously they never intended paying for it.
Sure, but if said person doesn't have the wrapper anymore, how's the store supposed to know said person stole it?
