Just go to Start then run

Then you type in cmd, press ENTER or click on OK

In the box that opens , type "ping www.google.com"

Or whatever website you need.
It will show you a speed (ms), that would be the latency.

then hit der Enter button

then type in

ping myadsl.co.za
ping google.com
ping (anything).com
ping siteyouwant.co.za
