This is what happens because our modern (and mistaken) notion is that prison is for rehabilitation only. We changed it from prison and penal to "correctional".

Entirely forgotten is the punitive element. To the detriment of the perpetrator and society.

Justice requires two elements: punishment and restitution. Both are increasingly ignored. Moreover, repentance necessarily requires the acceptance of punishment and the sincere effort to make restitution. Without repentance, rehabilitation it's not possible.

Restitution is the punishment. If you make it right, you've paid for the crime.

The problem with society is they expect the fear of punishment to keep people in line. It only works so long as people are afraid of the stick, which is only so long as no one else acquires a bigger stick. He with the biggest stick wins. Only no one wins when everyone's afraid of the sticks everyone else seems to be carrying out of sheer neccessity.
