This is what happens because our modern (and mistaken) notion is that prison is for rehabilitation only. We changed it from prison and penal to "correctional".
Entirely forgotten is the punitive element. To the detriment of the perpetrator and society.
Justice requires two elements: punishment and restitution. Both are increasingly ignored. Moreover, repentance necessarily requires the acceptance of punishment and the sincere effort to make restitution. Without repentance, rehabilitation it's not possible.
This is such elementary stuff it's astonishing our overlords don't see it. Another example of the blindness that comes when a classical education in the liberal arts is ignored.
