+1. I know for a fact the municipalities make around double (I have to check the exact figures) (it does differ from muni to muni). Sure, they do have to maintain the substations and so-forth, but they do make a killing out of it.

We get from Eskom - and its not much difference from the previous place we rented which was Cape Town municipality.

NERSA dictates what municipalities may charge.
Since I pay around R1/kwh in joburg, I find it hard to believe that other municipalities charge 60% more? Seriously?
The magazine mentioned (and I haven't tried it myself) that a slow pump is sufficient for cleaning the water and is better anyway because the sand filter is more effective. In an ideal situation you would run the pump on slow setting for 5 hours, then connect the kreepy and run the pump slightly faster for one hour a day.
If yours is trying to climb out the pool, the pump is probably too strong and therefore wasting power.
It's a toss-up because it will probably take about a year to recover the power saving on the lower power pump. Also, there's no ready research (outside this one article) to determine the optimum pump values. Shops happily sell a bigger pump and suggest longer run times than may be necessary.
I know my new pool pump runs so fast it sucks small leaves through the trap and they shred as they go through.

4. Buy back schemes (as in Germany) should be mandated so domestic and business owners can invest in renewables and get cash back

it is only the middle class. I'm not in the middle class nor am i poor. I just get by on my monthly salary, that covers only the neccesaries.I know there are alot of people like me. Where do we complain.

I think you need to temper this with a bit of reality..
At best you can expect a decrease in the percentage of the expected increase.
I see nuclear as one of the biggest threats of the country : big wasteful tenders going out with so much potential for corruption - the cases will carry on unsolved for the next decade as they did with the arms deal. Then big imports from other countries, minimal job creation locally by comparison with the spending, and then when the rest of the world goes renewable, we will have no local industry to speak off and will have to import.
Rather prioritise sell-back schemes as they do in Europe to encourage individuals and companies to invest, put incentives in place to encourage this further, and put the money into developing technologies which help our economy to grow. Give the politicians minimal opportunity for greed and tenderpreneurship.

Eskom is government pretty much.
It's a state-owned enterprise, the two aren't interchangeable.
Just a pity the government won't look at Europe if they want nuclear, instead of looking at China.

Fair enough, sometimes its just difficult to distinguish the divide when the principle of "at arms length" is completely ignored.
Well they are looking at Europe, France specifically, but unfortunately the tech is really outdated (Koeberg era) and low on the safety scale. Small, modular nuclear tech that can use spent fuel from Koeberg type reactors would be the way to go. MUCH safer and we could actually get rid of some of our nuclear waste instead of creating more. Oh, and we wouldn't need to destroy a large tract of our pristine coastline as the small modular options don't need huge amounts of water to cool.
I still don't know why we don't rather spend R300 billion on solar for example, it is actually dropping in price quite rapidly and we have HUGE solar potential in the Northern Cape. Maybe spend some bucks on geothermal - at least it is safe. When a country like Germany decides nuclear is out it is maybe an idea to listen. Japan was always one of the leaders in the pro-nuclear band, they have certainly changed their tune on those reactors.
