Which ever service provider had the contract needs to come to the party and gives this family the recording of that voicemail I reckon.

Yes why can't they just dial the number and hear it?

It's not about the phone, but about the contract. Once that is terminated, the voicemail message is obviously deleted, as it was associated to that particular number.
