Please exlpain: Static IP address and reset???

I know this sounds stupid but:

a) what is a static IP address? (i know what a IP address is but not the static thingy... )

b) why does anyone want a static IP address?

c) what it this reset thing Telkom does with the ADSL?

d) and lastly, why must/musn't Telkom do the reset...?

Please, will one of you clever ppl explain this to me?

a) Your IP address remains fixed, i.e. it will never change

b) One of the benefits is that you can host on ADSL without using an expensive and slow diginet line.

c) Every 24 hours your connection is cut and a new IP address is allocated to you, making hosting impossible.

d) Telkom's system seems to work in such a way that it only accumulates the total at the end of a session, ie its not a real time accountant. Thus if a session timeout did not occur, the system total would not push thru that you have passed the cap it would seem? Its questionable tho since some isp's seem to have a realtime vaule. At the same time their restrictions of their old system works on the basis that the right to achieve access to bandwidth is decided upon logon/authentication hence with only one authentication process capping would be impossible on this system. BUT its not really impossible, just not possible on their existing set up. Their ip pool is assigned dynamically, so if you drop you connection during one of these timeouts its very possible to get assigned a new ip since the one you had could have been reassigned to someone else & the process of attain an ip might not allow the same ip since its apparently random
