You just have to specify that your dedicated card should run that exe within the catalyst control panel.

Older catalyst center but it's the same.

Did this but still nothing... hmmm its so strange. I use to be able to play skyrim seamlessly on my laptop for years and now after windows 10 this starts.

I had a laptop with Nvidia and Intel card.
What I used to do is find the games executable and right click. Then in the menu that came up, it had a option to run the game with Nvidia card.
Is there something like that for Radeon cards?
